Commodity inspection is a product of the continuous development of international trade and an important link in international trade. The commodity inspection plays a positive role in the production and sales of exported goods, as well as the procurement of imported goods under established conditions.
01. What is the difference between commercial inspection and inspection declaration?
Commodity inspection refers to the process in which the import and export operators of goods, in accordance with the requirements of the customs and the inspection bureau, have the inspection bureau inspect and quarantine the goods imported or exported before the goods are imported or exported.
Inspection declaration refers to the process in which the import and export operators of goods submit the necessary materials and samples for commodity inspection and quarantine to the commodity inspection bureau.
02. What are the inspection agencies?
Domestic customs are the most authoritative and largest inspection agencies in China. Generally, Chinese product exports are inspected here. The most public international inspection agency is SGS in Switzerland, which also has offices in major cities in China.
03. How to classify inspection goods?
The types of goods for commercial inspection are mainly divided into three categories:
1、 What the customer needs for inspection: In order to ensure that the goods received are consistent with the contract, the customer will request to handle the inspection and issue an inspection certificate.
2、 China requires legal inspection of goods: Some countries require commercial inspection of exported goods before export.
3、 Goods that require legal inspection in the importing country: The importing country may require inspection of certain goods exported from China. The inspection may be conducted in China or at the place of import.
In the first and third cases, it is necessary to have a prior understanding with the customer. If it is the second case, you need to go to the local inspection bureau and file a copy of your business license. After filing, you can directly apply for inspection at the inspection bureau.
What are the procedures for commercial inspection?
01. Inspection agencies accept inspection applications
The applicant shall fill out the “Export Inspection Application Form” and provide relevant documents and materials, such as foreign trade contracts, letters of credit, original factory inspection result forms, etc; After reviewing the above-mentioned documents and meeting the requirements, the inspection authorities shall accept the inspection application for the batch of goods; If any non-compliance is found, the applicant may be requested to supplement or modify the relevant terms.
02. Sampling
The inspection will be conducted by personnel dispatched by the inspection agency, and samples will be randomly sampled based on different forms of goods. The applicant should provide information on the location of the inventory and cooperate with the inspection personnel to carry out sampling work.
03. Inspection
The inspection department can use various technical means from sensory analysis to chemical analysis, instrumental analysis, etc. to inspect exported goods. The forms of inspection include self inspection, joint inspection, on-site inspection, and origin inspection.
04. Issuing certificates
The inspection agency issues inspection certificates to goods that pass inspection. After obtaining the inspection certificate or release notice, report for export within the prescribed validity period.
05. What documents need to be prepared for commercial inspection?
Data preparation
1. Inspection form
Please ensure that the content of the inspection form is consistent; Please indicate the accompanying documents. If declaring for export at the local port, choose to apply for a customs clearance form. If declaring for export at a different port, choose to apply for a certificate replacement voucher, which means the freight forwarder will replace the formal customs clearance form at the different port.
2. Factory inspection report
The export packaging certificate provided by the outer packaging manufacturer of this batch of goods (issued by the Commodity Inspection Bureau, a copy is sufficient).
3. Inspection Results of Packaging Performance for Outbound Goods Transportation
If the export packaging is in cardboard boxes, the cardboard box factory needs to apply to the Inspection Bureau for the “Performance Inspection Form for Export Goods Transportation Packaging”, which will take about 2-3 working days to complete. After completion, the original documents need to be submitted to the Inspection Bureau for verification based on the number of cardboard boxes used for this batch of goods.
